Herman Carnes, Jr.

President Herman Carnes, Jr. is an “at large” member and legislative conduit for all six districts in the city of Fairfield, a class 6 municipality. He is the ex-officio member of all Council committees and attends committee meetings regularly. To boost morale, the visibility of leadership and community awareness, President Carnes often attends District Neighborhood Association Meetings. He is deeply vested in encouraging citizen participation.
