The Honorable Herman Carnes, Jr. was elected Mayor in 2025.  He was an “at large” member and legislative conduit for all six districts in the city of Fairfield, a class 6 municipality. He is the ex-officio member of all Council committees and attends committee meetings regularly. To boost morale, the visibility of leadership and community awareness, then President Carnes often attended District Neighborhood Association Meetings. He is deeply vested in encouraging citizen participation.
